Jim Sorry for the delayed posting. Your image appears to show fuel leakage from the rear carburetter diaphragm, you have almost cornered the location by eliminating the float chamber yourself. I believe an ignition distributor vacuum module might be adapted as a replacement, as I think you envisage.
If my memory is correct there were a number of industrial small air pressure chambers that would accept vacuum and do the job.
